Pet massacres carried out in Puerto Rico

TRUJILLO ALTO, Puerto Rico - Back roads, gorges and garbage dumps on this tropical island are littered with the decaying carcasses of dogs and cats. An Associated Press investigation reveals why: possibly thousands of unwanted animals have been tossed off bridges, buried alive and otherwise inhumanely disposed of by taxpayer-financed animal control programs.

Witnesses who spoke with the AP said that, despite pledges to deliver adoptable strays to shelters and humanely euthanize the rest, the island's leading private animal control companies generally did neither.

News that live animals had been thrown to their deaths from a bridge reached the public last month when Animal Control Solutions, a government contractor, was accused of inhumanely killing some 80 dogs and cats seized from three housing projects in the town of Barceloneta. A half dozen survived the fall of at least 50 feet.

The AP probe, which included visits to two sites where animals were slaughtered, found the inhumane killings were far more extensive than that one incident. The AP saw and was told about a scale and brutality far beyond even what animal welfare activists suspected, stretching over the last eight years.

A $22.5 million lawsuit against Animal Control Solutions and city officials — including those who helped round up the animals — was filed on behalf of 16 Barceloneta families whose dogs or cats were seized under rules prohibiting pets at the city projects. The animals' deaths show "a cold and depraved heart and has stirred public outrage around the whole world," the lawsuit says.

Julio Diaz, owner of Animal Control Solutions and a co-founder of another company, Pet Delivery, declined AP requests for an interview but told reporters there is no proof his company was responsible for the Barceloneta pet massacre. "We have never thrown animals off any place," he said.

A police investigation into the Barceloneta killings has not led to charges, but police Sgt. Wilbert Miranda, who heads the probe, said the information gathered so far indicates Animal Control Solutions was responsible. He declined to give details.

Maria Kortright, a lawyer involved in the suit, said it's clear the pets Animal Control Solutions removed from Barceloneta were the same ones hurled off the bridge because the survivors have been identified by their owners.

That is just so sad. Animals may not be able to talk, but they do have feelings and feel pain, and they can express theirselves. They are alive. How can anyone with a conscious physically tolerate an act like that let alone be the one to do it?

Praying for the animals, and praying for those who do such things to turn from those acts.

i wonder where PETA is in all of this?
i guess they are too busy worrying about food animals being slaughtered and putting up billboards with pigs on them likening them to holocaust and throwing red paint at people who wear fur.

That is sickening. I cannot fathom what kind of human being would do this to poor, defenseless animals. That is just plain cruel and heartless.

If ACS are responsible for the slaughter, I pray the families win their suit. Of course, it won't be real justice for those poor animals, but hopefully it would help stop this kind of thing in the future.

Does anyone know have they charged/arrested anyone yet, I mean can't they catch these people in the act???? I know even if I was just walking by I couldn't just turn my head.

The sad thing is Puerto Rico in general does not regard their animals as we do. I have been there twice and their wild life is dogs. They roam all over the place so skinny you can see their bones, full of mange and dishelveled. Last time I saw a black lab( I am partial to labs because I had one for a pet for 12 years who I recently lost) and he had a huge tumour growing out of his neck. The dogs are feral and hard to catch and rightly so, nervous around people. The lab was rummaging behind the garbage bin at my husband's uncles supermarket. The uncle places food there for them. It is against the law to feed them I found out when I was throwing out dog biscuits to them from my car. There is a website saveasato which shows dogs from Puerto Rico and the rescue agencies that save them-they show the before and after pictures. It truly does break you heart to see these poor animals struggle when you think of your dogs at home being sheltered and fed.

But then again, alot of the people live in what we would call shacks or sheds. I saw dwelling places that literally were 4 aluminum walls put together on the side of a cliff. These areas are not see in San Juan or the resorts. Travel in the mountains and it will truly make your heart sad that the people and animals are neglected so. My husband wants to retire there. I told him before I retired I would need to get my vetrinarian license because I just could not sit back and watch these animals be neglected so.

AP expose triggers calls for justice

SAN JUAN, Puerto Rico - Puerto Rican police said Thursday that they will broaden their investigation into the alleged massacre of pets after a report by The Associated Press showed that possibly thousands of unwanted cats and dogs had been slaughtered.

Meanwhile, Carlos Carazo, who oversees the Animal Control and Protection Office in Puerto Rico's Department of Health, called for prosecutions of those responsible for the cruel killings.

"It is awful. It is a violation of animal rights. It is cruelty to animals in the most awful way," he said. "If it turns out to be true, the whole spectrum of the law should fall on the people who did it."

Charges likely in Puerto Rico pet deaths

SAN JUAN, Puerto Rico - A Puerto Rico prosecutor indicated criminal charges will be filed in the slaughter of dozens of dogs and cats seized last month from housing projects and allegedly thrown from a bridge — an incident that generated worldwide public outrage.

Prosecutor Kendys Pimentel said the findings of an investigation into the killings would be released within a few weeks. "We are sure that the final results ... will please the country," Pimentel told The Associated Press late Thursday.
