I don't really understand it.
I know it's basically about all the nation's governments coming together to create one equal government, but I don't see how that can work. And, I don't see the 'good' part about it.

In order for it to work... you will have to have the One World Currency... this way ...no country will be in that "Super Power" over the other. In comes the rules and regulations about who one can worship to. The introduction of the One World Religion and if you don't follow that... soon the Mark of the Beast will be mandatory to receive... this why the One World Government will have on record who will worship the Beast and those who do not will be beheaded.

Before Christ returns literally yes.
Those in Christ now; the period that is often referred to as the Age of Grace; will be raptured out of here, before the Tribulation/Great Tribulation (also referred to Daniel's 70th week) comes.
