Here it is
1 cup butter
1/3 cup granulated sugar
1 tsp vanilla
2 1/4 cups all purpose flour
Beat butter and sugar together until creamy. Add 1 tablespoon water and the vanilla. Beat well and then add flour.
Take enough dough to press a Hershey's kiss into and then roll into a ball.
Bake at 350 for 20 minutes.
Once they have cooled slightly, roll in powdered sugar. ENJOY!!
These are YUMMY! First time I tried one, they looked like normal shortbread sandi's (which I love anyway), but there is a surprise in the middle.

Doesn't seem normal that a great tasting cookie is actually budget friendly!! (Hersey's kisses were buy one, get on free this week and I had coupons!) My ladies' group cookie exchange is tomorrow, guess what I'm making tonight.
Bring on some others!!! I need to make 2 kinds for tomorrow.
