admins own the board in most cases
mods moderate the board

Administrators have the greater power, they can do all that the moderators can do and much more, for example, reorganising the forum, approving members, altering permissions, just to name a few. They can even add to or take away the rights of the moderators. (Which is why the mods are always so nice to them! :lol2)

I always thought the difference was the pay scale.
