Italian PM calls for two-speed Europe if no constitutional deal
Italian Prime Minister Romano Prodi said Tuesday that a two-speed Europe should be forged if a satisfactory deal cannot be reached on reforming the European Union's institutions.
"I believe we do not necessarily have to proceed together at the same speed," he told the European Parliament in Strasbourg.

"At this point a vanguard of countries could result as the best way to proceed," while the door would remain open to the more eurosceptic countries, he said.
"Europe cannot achieve ambitious results without ambitious reforms".
Perhaps the ten horns/kings could come out of this?
"The ten horns you saw are ten kings who have not yet received a kingdom, but who for one hour will receive authority as kings along with the beast. Either way they'll have governmental authority over the Earth under the headship of the anti-Christ, eventually massing all the armies of man to oppose the return of the Lord with His Church. The three words used to describe His followers are always and only used of the Church, and He's coming with us, not for us.
