Apple Airport Creating a WiFi Network

How do I do this? Creating one thats secure, and password protected?

1.Choose Apple menu > System Preferences, and click Network.
2.Choose New Location from the Location pop-up menu.
3.Enter settings for each configuration you want to use in that location.
