LEAD: Tokyo gov't to inject additional 40 bil. yen in ailing Shinginko Tokyo+

Shinginko Tokyo, a bank backed by the Tokyo metropolitan government, said Wednesday it has asked the local government for an additional injection of 40 billion yen into its ailing capital base.
Following the request, the metropolitan government submitted related budget bills to the Tokyo Metropolitan Assembly during a plenary session, the local government officials said.
Ryuichi Tsushima, a former senior officer at the local government who took the presidency of the bank last November, said at a news conference the bank will pursue the responsibility of former management for the bank's deteriorating financial condition.
