Are these two chapters describing the same event? I'm having a hard time trying to figure out if they do or not. :idunno
And while I have you here, is Joel 1 describing a real locust plague?

When does Revelation 9 take place? At what point in the tribulation? Anybody know?

I think most teachers I read put the Seals and Trumpets in the 1st half of the 70th week. And the bowls in the 2nd half. Here's a good link on Revelation that might help. :)

My study notes in my Bible indicate that Joel 2:2 corresponds with Rev. 9:1-11, in the 5th trumpet judgment.
And it says:
Joel 1 is a literal locust attack and the named insects are actually four different stages in growth of the locust...not 4 different insects. The verses emphasize that the locusts would totally consume everything edible in the land. It is also believed that these were the same desert locusts that devastated "Palestine" in 1915.
Joel 1:15 "The Day of the Lord" is mentioned, same in Joel 2:1, 11, 31; 3:14. Joel 2:1-11 Some scholars suggest that this is a continuation of the description of the locust attack, however, the terminology is inappropriate for describing locusts swarms...but is found elsewhere in obvious eschatological contexts. The most acceptable approach is that Joel begins Chapter 1 with the immediate arrival of the locust swarm, then in Chapter 2 he focuses on the greater judgment and destruction of the "Day of the Lord". The "great people" correspond to those mentioned in the 5th trumpet of Rev. 9:1-11, and verse 10 is particularly full of terms that are not normally associated with locusts ("earth shall quake"), but are found elsewhere in eschatological passages (Is. 34:4; Mt. 24:49; Rev. 8:12) The locust swarm, nevertheless, can legitimately be considered part of the "Day of the Lord" since the highlight of that day is God's judgment, and the locusts are a direct judgment from God on Judah.
I also believe the seals and trumpets are the first half of the tribulation period. The 7th Trumpet and 3rd Woe sets off the 2nd half of the tribulation period.

Speculation ahead. :)
I still think it's possible that the locusts refer to the Muslim coalition.
To me, Joel 1:4 seems to illustrate how Islam infiltrates and destroys the lands
it attacks. Wave after wave of attacks, destroying a bit more with each wave.
Joel 1:1 through 2:20 seems to be an overview of the Gog led attack also found
in Ezekiel 38-39.
Gog and his army meet their destruction in Joel 2:20.
There seems to be a time of peace or "rebirth" for Israel between Joel 2:21-27.
Temple rebuilt? Israel turns back to God, but hasn't yet accepted Christ.
Then, in Joel 2:28 comes prophecies, dreams and visions of the coming of Jesus
and Armageddon with verse 30 being the beginnings of actual Armageddon.
Joel 3:1-16 is actually Armageddon, the "final day" of the Day of the Lord.
