I use k9 web protection by Bluecoat. It seems to work pretty well and it is FREE. :)

If you have wireless you can go into your router and set it to block URLs, or URLs that contain certain words.
I guess Windows Vista has parental controls built in, you can read on that here (http://www.microsoft.com/windows/products/windowsvista/features/details/parentalcontrols.mspx)
There is also a content advisor (http://www.windows-help-central.com/parental-controls-in-windows-xp.html) in IE, but that can be bypassed with a 3rd party browser (Firefox, ect.).
There is also some parental control software you can download (http://www.sofotex.com/download/Security/Parental_Control/).
If you haven't paid for Norton yet then I suggest you don't. You can get equivalent protection from free software that won't slow your system to a crawl.
I would recommend AVG Free (http://free.grisoft.com/doc/downloads-products/us/frt/0?prd=aff)
and a free firewall like Comodo Firewall (http://www.personalfirewall.comodo.com/download_firewall.html).

Thanks for some answers! Unfortunately I have a subscription to Norton. Supposedly(I'm kinda computer illiterate) I must have accessed an "INSECURE" site the technician said- that is why Norton didn't catch it. I'm told it is fixed but I am very concerned at how easily "the garbage came up". I just would like the most effective filter to protect my kids! Explorer connection was set to not allow anything listed also! He also told me i'd be safer using Google as my homepage rather than Yahoo. Anymore thoughts?

By scroll across the top do you mean an advertisement?
Ads are easy to get rid of, just download Firefox (http://www.mozilla.com/en-US/) (which is more secure than IE anyway) and AdBlock Plus (https://addons.mozilla.org/en-US/firefox/addon/1865). That's what I use and it filters out 99% of ads.
Your home page shouldn't matter, just make sure it's set to something useful like Yahoo or Google and not sendmespam.com or something like that.

Well i accessed a medical equipment site. The site came up and then several pictures came up one at a time across the top of the site. I have popup blocker on . The Norton tech said I had accessed a "non secure" site that is why the pictures came up and Norton didnt block it. I then scanned my computer with Norton and found several viruses and deleted them. I was looking for contact info and had accessed a couple sites listed under that name. One of those had the garbage attatched to it. So now I have to be concerned if someone scrolls down to find more info on the site menu? All the info he said was to access the first site listed and no others?? Boy, I had No problems before. He also told me I could have gotten a virus from any "NONSECURE" site and then the garbage attatched to it. i really appreciate your willingness to help me!

What was found was probably spyware, which is usually low threat. IE has a bug where it will let your computer get infected with Drive By Downloads. This is when something is downloaded without your knowing. Norton should show a warning before something gets downloaded but it might not. The Ad might have caused a Drive By Download. Again, a good way to fix this is to get Firefox but I'm sure you have your reasons for staying with IE.
When you say you accessed a few sites by the same name, do you mean on a search engine? I've had experience with Yahoo's search engine sending me to a few spam sites.
What was the site? I'd like to test it with my computer.

yOU ARE SOOO HELPFUL---THANKYOU. i GUESS I DON'T KNOW THE DIFFERENCE BETWEEN FIREFOX AND IE. MY HUSBAND HAD SOME NERVE DAMAGE ETC ON HIS HAND FROM AN ACCIDENT. HE HAD A GADGET USED TO STIMULATE THE MUSCLE ETC. I 'M NOT SURE I SHOULD TELL YOU CAUSE I DON'T KNOW YOUR AGE ETC. I APPRECIATE THE OFFER THOUGH:) FOR INSTANCE IF YOU TYPE IN DOG BREEDS--- A LIST OF SITES COMES UP, YOUR SEARCH RESULTS. THAT IS WHERE IT WAS. I JUST DON'T UNDERSTAND WHY NORTON DIDN'T BLOCK IT.

If I use Adware and different parental control with my Norton subscription won't they maybe cancel eachother out?
