Need verse re: people making God's judgments worse?

I remember reading that a while back in the OT but am having such a hard time finding it now. It's something about God speaking to ?someone? and saying ?something like? - He was judging Israel but ?someone? made His judgments worse or added to it or made it more miserable for Israel, so now they themselves were going to be judged...??...

Anyone know what I'm thinking I'm trying to remember?? :doh :hehee

There are a number of places where God speaks of bringing a Gentile nation against Israel and then punishing that nation for being excessive in their actions. The one that sounds most similar to what you've asked about, I think, is Zechariah 1:13-15.
