And what price range are you looking for (Free / $2-$3K ) ?

prefer no more than $100 but would go upwards not to exceed $200.

3D I think - Is there some website maybe I could go to that might explain the differences? Maybe I should try that first?

I have drawings that I would like to animate, just simple stuff not anything big professional, I would need to hire someone for that.

Also while I am add it, maybe some simplified video editor, type thing too?

It's a Computer Graphics Forum for Professionals in the industry, but some of the content may not be appropriate.
