I believe that when Peter wrote this verse that he was saying that God is not limited by His creation, time was created when God created the physical universe and earth. Time to use is determined by the earth rotation and the seasons by earths orbit around the Sun. In Revelation 21:23 "The city had no need of the sun, on the moon, to shine in it : for the glory of the God did light it, and the Lamb is the light of thereof. And the nations of them which are saved shall wlak in the light of it: the kings of the earrth do bring their honour into it. and the gates of it shall not be shut at all by day: for there shall be no night there. Time in eternity is meanless we will live in the eternal present. God is controling time He can make the earth stand still as He did for Joshua, or make it turn back as He did for a King, or He can stop a prophetic clock for about 2000 years as He has done with the prophecy in Daniel 9:20-27. He stop that clock in the middle of a verse, and none of this has intrupted the plan He layed out before the universe was created. Peter is just saying God is not limited by time.
