8But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;

9That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

10For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

11For the scripture saith, Whosoever believeth on him shall not be ashamed.

12For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

13For whosoever shall call upon the name of the Lord shall be saved.

14How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?

15And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!

16But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report?

17So then faith cometh by hearing, and hearing by the word of God.

What does all this mean?

It is a portion of Paul's treatise on the justification of God unto the Gentiles.

He lays out what righteousness is by law, and what righteousness is by faith.

That which is by faith, is what the Apostles preached.

It did not come from man, who can bring Christ down from heaven to get it?, or who can raise Christ from the dead to procure it?, it comes through the hearing of the message, and the message is the word of God.

No man can block it, it will pierce through the hardest of substances.

Have all men heard?

Paul indicates yes, their words went out, the sound reached ears.

It must be received.

Galatians 2:16 Knowing that a man is not justified by the works of the law, but by the faith of Jesus Christ, even we have believed in Jesus Christ, that we might be justified by the faith of Christ, and not by the works of the law: for by the works of the law shall no flesh be justified.

To me, the Bible is clear, one must have belief (pistis, also translated "faith") to be saved. And, man is held truly responsible for believing, or not believing. Belief, faith, is not a work as Paul clearly teaches.

The message testifies to its own veracity. 'Unbelief' is a willfull rejection of self-evident Truth.

When a man hears the gospel, there is no excuse left. In every way, God offers Himself to those who believe. That men still refuse is sad, but we will rejoice on that day when we are with Him.

It means that we cannot believe God without hearing His word.Belief is the end result of hearing.But it doesn't stop there.It is the doer that is blessed and not hearers only.
