The inference here is that why have lawsuits over petty issues where one could simply move on and avoid any dealings with that person from there on.

Many believers I have known thought the bible was saying that you can't file a lawsuit. Not true. There were many instances of pettiness and revenge that weren't justiifiable and the apostle wanted to stop the litigation over small issues and thereby reduce the division it was causing in the church.
