Diplomats say Syria has blocked a new visit by International Atomic Energy Agency experts investigating allegations that Damascus has a secret nuclear program.

The diplomats say the request for a follow-up visit to one in June was rejected late last month.

They also tell The Associated Press that Washington is lobbying IAEA board members to oppose a Syrian push for a seat on the 35-nation board. The board normally makes decisions by consensus and a seat held by Damascus could thus hamper any investigation into its alleged nuclear activities.

Lack of IAEA access could cripple chances of establishing whether Damascus hid a North-Korean built nuclear program, including a nearly completed plutonium-producing reactor bombed last year by Israel.

Syria said UN nuclear inspectors could not make a return visit to a suspect site bombed by Israeli jets last year because its agreement with the UN agency allowed only one trip.

A Foreign Ministry official said Syria had told the International Atomic Energy Agency that it was ready to answer any questions.

Diplomats told the Associated Press in Vienna, where the agency is headquartered, that Syria had blocked a new visit to follow up on a June trip.

A second thought I caught escaping across the keyboard is "What else". No one building out in the middle of the desert could house everything they needed to go from reactor to weapon without way too much traffic to be missed.

So, what else were they building and where is it?
