I'm writing a letter to my congressman today asking the following:

Introduce a bill in Congress that will encourage competition and development of highly efficient cars. It will say thus:

The first manufacturer that can mass produce (200,000 units or more) of a 4-passenger vehicle capable of 100 miles per gallon on a consistent basis,will pay no income taxes in the United States for a period of ten years.

Sounds good, though the end result would be many years away. Automakers aren't doing all that much to improve efficiency, and haven't for the past 35 years.
