The Secret Plan for a New Europe

On behalf of the Government of the tips of the European institutions to develop a plan behind the scenes for a new, more stable Europe. The price could be the splitting of the EU.

A first hint of Angela Merkel, he risked. "It is of course possible to think about how we move forward over the next five to ten years," the Chancellor said this week, with a view to Europe. "If we are constantly thinking bans imposed, this will not work." This was a test balloon. He rose to go unnoticed. Still, hardly anyone suspects that Merkel's words could soon take on a very far-reaching decisions.

After the last two-week horror stands for Government and the EU leadership personnel determine that you are not alone with short-term anti-crisis progresses. The euro crashed in recent days, recorded in the meantime, the lowest for two years, not just over 1.23 dollars. At the same time, the risk premiums on government bonds climb from Spain and Italy to record levels. The crisis is back with a vengeance.

End of June will the master plan be discussed

A "business as usual" can not exist in the euro rescue. Now, should follow a clear reaction. After researching the "Welt am Sonntag", the Government will consult you on the EU summit in late June with a master plan for Europe. It's not about acute crisis management.

A vision for the continent, it should be, especially for the battered euro-zone. "All over the world, America or Asia, we will ask: Where are you going?" Says a senior EU official. "We have to deliver after two years of crisis, finally an answer."

He expects the meeting in four weeks, "a big throw." It also provides for a representative of the monetary union as follows: "The euro-zone is unanimity about the fact that there must be further integrative steps." And a central banker is supportive attitude: "We have to push open the window to the question of what the citizens of Europe want."

EU institutions should design the master plan

At their informal meeting on 23 May had given the leaders a work order to the EU Council President Herman Van Rompuy, Commission President Jose Manuel Barroso, on the Euro Group President Jean-Claude Juncker and the head of the European Central Bank (ECB), Mario Draghi. The four are to design a roadmap "for the EU to a new level" can be lifted. "Three or four conversations," President of the round was planned in the coming weeks, there will be conference calls, the institutions were in close contact.

Van Rompuy will present key elements of the plan at the summit in late June. They should be included in the final declaration. By the end of the year, the Heads of State and Government of the "roadmap" and decide then officially in black and white. It could be a revolutionary document.

    Working on four main areas

According to the newspaper "Welt am Sonntag" work van Rompuy, Barroso and Juncker Draghi on proposals for four areas: structural reforms, the banking union, a fiscal union and political union. So far, the work of the master plan is almost unnoticed by the public. These are the proposals that are brought together in the back rooms of the EU institutions, in itself. In the end, would create an entirely new Europe - where some of the 27 EU countries can.

Because it is difficult to predict, the parties still operate in secret: They have little interest in ensuring that their work is known, "because the process is very difficult."

Initially, the four institutions to agree on a joint report, then the acceptance by the Government must find.

Berlin is trying to dampen expectations

Even warns. One should "not raise unrealistic expectations," says Berlin. It is emphasized that the summit in late June, first to a roadmap for the next steps go, would have to be then processed in the following months. Finally, it is going to very far-reaching changes that they could not advise on a single peak, and finally decide. Therefore, it is also possible that many proposals will be mitigated during the process again.

So far, however, the four EU arms are hell-bent on a really extensive work on "roadmap". At the most benign nor is the point of structural reform: The social systems are reformed, the internal market to be further strengthened. Both are in principle largely undisputed.

    Growth must be encouraged

It will depend primarily on selling these actions as a growth-friendly rather than austerity. The second part of the plan, the banking union is tricky. The ECB calls them offensive as a consequence of the crisis: "The doctrine is a further centralization of bank supervision," Draghi said publicly this week, and calls for a joint financial supervision in the euro-zone.

In addition, the ECB argues for a European bank rescue fund that could be filled by a tax of financial institutions. When the federal government to reject such considerations came a long, ultimately, German banks were joint liability for southern European competitors. On the other hand, is in Berlin today, many realize that a monetary union without an integrated banking market does not make sense. "I think the banks' Union, the Germans will agree to end," says someone who formulator of the timetable.

Fiscal Union is tricky for Berlin

A fiscal union is for the federal government is by far the most delicate suggestion. In Berlin, one of which would like to know more stringent budget oversight understood, a further development of the Fiscal Pact. But unlike the federal government, the four parties involved EU institutions mean by a fiscal union and a collective responsibility for government debt, ie € bonds that Germany refuses vehemently.

The architects of the new Europe is clear that community bonds are a long-term project. All parties expect that the EU Treaty changes are needed. And to be lengthy.

    Euro-agenda for the coming decade

The master plan is a Euro-agenda for the next five to ten years. Already is emerging, however, that you could pay a high price for it is a further division between the 17 euro area countries and the remaining ten, with Croatia in the next year eleven EU member states. Even as Merkel expressed by the Fiscal Pact, they took into account that with Great Britain and the Czech Republic refused two EU partners.

Division of Europe is not excluded

This trend is likely to continue now with the vision report. Europe takes the risk of splitting into account. "We must deepen the Euro-zone in order to stabilize them," says one of the masterminds. "The euro zone has a leading role," adds another. Only Commission President Barroso urges more on designing a new architecture for all 27 EU states, not only for the monetary union.

In Berlin, Frankfurt and Luxembourg has two speeds are possible: What is more, should be tackled by all countries, all the rest with only 17 euro countries. This is a change in strategy for European integration. "But this change of strategy has to come," says a central banker. "This is Europe's common monetary defining element." This applies to the crisis as well as for trying to escape it.

As I mentioned the other day, I look forward to seeing the details of this 'master plan'. I wonder if it will include the office of the EU Super President.

That 'senior EU official' ^ is referred to in the following article 'Euro 'super meeting' to form plan', as....

Under global pressure to put an end to the turmoil rocking financial markets and creating deep economic uncertainty, the leaders want to point the way toward a lasting solution, an unnamed high-ranking EU official told the newspaper.

"Around the world - in America and Asia - we are asked, 'Where do you want to go?'" the official said. "After two years of crisis, it is finally time to provide an answer."

Well, I've just gotta say, when I read things like this my inner voice says, "We can't be around much longer, right, Lord?" Please? I'm sooo ready to go Home!!! However, I still am praying for the lost, for, I believe, time is running out. Of course, God is sooooo patient--unlike me!!!
Now when these things begin to take place, look up and raise your heads, because your redemption is drawing near Luke21:28

I am not patient either. I am wondering with all that is going on the world... iris scanning, same sex marriage, cannibalism, global financial troubles, WW 3 on the horizon, weird weather and castrophes, apostasy, rising cost on gas and food, increase drug use and murders. Nothing but negative news these days. How much longer? Does everyone in the world have to suffer the same before he comes?

    From BBC...

Germany's Chancellor Merkel urges EU political union

German Chancellor Angela Merkel says the EU needs a political union even if it means some countries integrating faster than others.

Speaking on German TV, she called for "more Europe", including a budgetary union, saying "we need a political union first and foremost".

"Step by step we must from now on give up more competences to Europe, and allow Europe more powers of control."

However, she has resisted calls for the joint issuing of eurozone debt.

She will hold talks on Thursday with UK Prime Minister David Cameron, who has urged the 17-nation eurozone to speed up measures to build a budgetary union to shore up the embattled monetary union.

Ms Merkel's insistence on economic austerity and budget discipline has alienated many Europeans who say the policy is strangling growth and piling more debts on the struggling "periphery" countries like Greece and Spain.

Spain has to find at least 80bn euros (£65bn) to shore up its banks, which are struggling because of bad property loans.

Spain's finance minister has said the credit markets are "effectively shut" to his country, but so far Madrid has avoided asking the EU for a bailout.

On Wednesday the European Commission set out plans for a eurozone "bank union", which could make it easier for troubled eurozone banks to access EU credit.

In her TV interview Ms Merkel reiterated that "budget consolidation and growth are two sides of the same coin".

"Without solid finances, there is no growth, but solid finances alone are not enough; there are other points - above all, questions of competitiveness," she said.

Ms Merkel remains very cautious about the idea of pooling eurozone debts in "eurobonds", despite growing calls - including from the European Commission - for the eurozone to launch them.

It appears Merkel wants the marriage but no equal shared responsibilities of the finances.

Cameron: I'll protect Britain from European superstate

David Cameron promises to 'protect' Britain from German plans for a eurozone superstate with common banking and political systems.

The Prime Minister dismissed as “nonsense” a suggestion from Angela Merkel, the German chancellor, that the European Union should eventually have a single national identity and described as “nonsense” the idea of loyalty to a common European flag
    .

Underlining the sceptical message, George Osborne hinted at a referendum on Europe following the euro crisis, saying any “reshaped” relationship with the EU might have to be put to British voters.

He signalled that Britain was prepared to veto a new EU treaty unless it included safeguards for the City.

But Mr Cameron and his Chancellor accepted that the only way to resolve the eurozone crisis was deeper integration between the 17 countries using the single currency, including a new “banking union”.

German calls for political, fiscal and financial union in the eurozone have revived fears of a two-speed Europe, where a core of eurozone members tries to set the rules for the entire European Union.

At a joint press conference with Mrs Merkel, Mr Cameron pledged to prevent that, insisting the eurozone members would not be allowed to work against Britain’s economic interests.

“I understand why single currency countries have to look at deeper integration. What I will do is make sure that Britain’s interest, particularly in the single market, is protected,” he said. “I am convinced that as Europe develops, we can protect Britain’s interests in a proper way.”

As its price for financial support for weaker southern members, Germany wants a deeper fiscal and political union that would give Berlin greater influence.

In an interview before her meeting with Mr Cameron, Mrs Merkel said: “We need more Europe, a budget union, and we need a political union first and foremost,” she said. “We must, step by step, cede responsibilities to Europe.” She also insisted that countries outside the eurozone, such as Britain, should not be able to block that process.

Changes in the eurozone are expected to mean a new EU treaty that will have to be approved by all 27 members. The Chancellor’s remarks set the stage for a rerun of December’s EU summit, where Mr Cameron refused to endorse changes to the eurozone rules because he did not win assurances over financial services.

The European experiment will be the precedent for the new global model. Just as the single Eurozone currency cannot work without a single Eurozone government, so too will a global currency not work without a global 'one world' government.

I guess the secret plan is not so secret anymore......

Come soon Lord Jesus - Take us Safely Home

John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

Psalm 19:14 Let the words of my mouth, and the meditation of my heart, be acceptable in thy sight, O LORD, my strength, and my redeemer.

Maybe satan's end-time plan is to cast Germany as A/C's origin. He tried it in 1939 until God said, "No, no not your time yet." Have you noticed they are also supporting Israel militarily by providing submarines. These may very well be the weapons that will demolish Damascus. The A/C will start his brief tenure as a friend of Israel.
