That's not it.
He posted a link from the United Nations. I don't know why I am having so much trouble. They list the 10 regions on that link, but there is no map showing where there should be.

Aha! I found a UN Millennium Goals Report for 2009. The link below is for a .pdf document and the map (I think) you're looking for is on page 55.
